In New England states, as far down as Delaware, prom dresses are more conservative than in the west. This may be due in part to tradition and culture. This part of the country is deeply rooted in tradition.
As you may know, the East Coast was the first part of America to be settled and it still abides by some of the Puritan sensibilities of that era. Case in point, there are still actively practicing Amish communities here as opposed to in the West.
Subconsciously, this fact affects fashion vogue. Yes, modern liberties have stretched the definition of what is acceptable, but some of the original family values keep teens in this area from dressing too racy.
For high school formals, you will still see splits. They just may not go higher than mid-thigh. And they will typically be on only one side and not up both the right and left leg. Also, you will see them on the front legs more so than in the back.
And of course, hemlines will still go short, just not as short. And it is unlikely that you'll have both a mini hem and a split in the same design. More common will be a split layer that overlays a fully covered layer.
Instead of plunging necklines, sweetheart cut bodices are popular. And instead of a bum-baring V-back, catalogs will feature halters with elaborate patterns of straps.
Mostly, the color palette will not move beyond the basics: red, pink, navy, and white. There won't be a lot of prints or other wildness. A traditional, full length, one-color look like DG# 74557 is a good example.

The West Coast is notoriously more liberal. If you live in California for instance, Delaware wedding dress might not appeal to you. In Los Angeles especially, designs will be sexier.
This is because historically the west is where dreamers settled; those who chose to make up their own culture, rather than follow others. And in later years, it became a place of cultural abandon and freedom.
Nowadays, it is where the entertainment industry thrives. Styles are modeled after celebrities who are in constant competition with one another to see who can be the sexiest.
Here, there will be no invisible limit for splits and hem heights will truly startle.
Cutouts will appear on the back and hips and front and back necklines will plunge.

These are not hard and fast rules. There is such a thing as a conservative West Coast teen, and vice versa. The danger is that there are less of them roaming around and they end up being the odd woman out. If you're okay with that, do your thing!
